Consists of a public declaration in favor of the independence of the Spanish provinces in America, dated House of Representatives, 10th December, 1811; a letter from the committee to the Secretary of State asking for information, dated December 5, 1811; and a reply from the Secretary, dated December 9th, 1811, transmitting a copy of the declaration of independence of the provinces of Venezuela.
