- Five letters "suggested by the promulgation of a late bill, before the Senate of Pennsylvania, to prevent the emigration of people of colour into this state." An act to prevent the migration of people of color was reported in the House of Representatives on March 20, 1813. It is not indexed in the Senate journals but is tagged in the index to the House journals as unfinished business.
