In Senate of the United States, December 23, 1817. : Mr. Dickerson, agreeably to notice given yesterday, and in obedience to instructions received from the legislature of New Jersey, asked and obtained leave to introduce a resolution, proposing an amendment to the Constitution of the United States, as it respects the election of representatives in Congress, and the appointment of electors of President and Vice President of the United States; and the resolution was read and ordered to a second reading.
