Rebuttal from inhabitants of Caroline County, Va., to a memorial which challenged "all the defensive measures which have been adopted with respect to France, particularly the army establishment, the direct taxes, the alien and sedition laws ... Permit us to conclude with a hope, that you will adopt the amendments to the federal Constitution, which have been lately proposed, for the purpose of excluding foreigners from the councils of the United States."
