- This proclamation, the first issued by Laussat after his arrival at New Orleans as colonial prefect, announces the retrocession of Louisiana by Spain to the French Republic.
- Signed: Par le préfet colonial, l'officier d'administration, faisant fonctions de secrétaire, [blank].
- Two states noted. In one, the date "6 germinal [i.e., March 27, 1803]" is inserted in ms. and the signatures "Laussat" and "Daugerot" are in ms. In the other, the date and signatures are printed.
- The American Antiquarian Society copy is a positive photostat; the original, held by the Archives nationales, France, has the date and signatures in ms.
