Summary:
In its move toward greater devolution of regulatory powers at regional levels, Italy has strengthened the competitiveness of its economy and reduced red tape to renew economic growth. In turn, Italy's policy of creating multilayered, regional regulatory systems promotes consultation and communication strategies that ensure policy coherence and clarity. However, applying different regulations across regions makes it difficult to enforce certain regulations and analyze their effects. This review of progress in regulations specific to regions includes Veneto, Calabria, Campania and Tuscany, describing how they use regulatory tools, how they keep regulations up to date at regional and local levels, and how the differing regulations affect one sector, namely retail trade. Along with recommending policy options for consideration, the authors of this report provide case studies, lists of key issues and ideas for short-term reforms.
