Born in Galicia, Riss was an architect in Vienna during the interwar period; upon the Anchluss in 1938 he emigrated to Czechoslovakia and later the same year, to England.

Signed statement by Riss concerning financial reckonings related to his building and selling of a house on the Hohe Warte, Vienna, in 1937-1938, as commissioned by Alma Mahler; the buyer's name was Anny Pollak. The document is dated from Prague, June 1938, and bears a few annotations in Alma Mahler's hand.
