- Kaghan was the Chief of the Basic News Division, News and Features Bureau, in the Office of War Information; he was based in New York City.
- Summary:
- Telegram thanking Werfel for his message to the German people, which had been transmitted to General Robert Alex McClure, in the London OWI office, for distribution through the media in Germany. Apparently the telegram was transmitted first by telephone, and a handwritten transcription is included (in a hand other than Werfel's or Alma Mahler's). Werfel's message to the German people (Botschaft an das deutsche Volk) was published in the posthumous volume of prose writings Zwischen Oben und Unten.
