Signed by John Bayard, Philip Kinsey, Gunning Bedford, Isaac Snowden, Andrew Tybout, George Emlen, and Joseph Rakestraw as "managers of the house of employment"; and by justices of the peace William Rush and William Adcock. Oliver Gautier is represented by "his mark."
