- A petition to the House of Commons against the "clause for hindering foreign bottoms sold by government" in the bill "for the encouragement of the whale fishery", i.e. possibly "An act for amending an act made in the twenty-sixth year of His present Majesty's reign, for the encouragement of the southern whale fishery", passed in 1788, which contains clauses specifically allowing bounty for foreign built vessels.
