Summary:
Germany at fifty-five questions whether the Berlin Republic is simply a larger version of the postwar Bonn Republic. A common problem explored in each chapter is distinguishing the elements of continuity from the elements of change in the political, economic and foreign policies of the Berlin Republic.
The introductory essay compares the Weimar, Bonn and Berlin Republics in order to address the query, Berlin ist nicht Bonn? The subsequent chapters provide the foundation for better understanding of the current and future trajectory of German politics, particularly the policies of the red-green coalition elected in 1998 and re-elected in 2002. Topics covered include the founding of the Berlin and Bonn Republics, the continuing legacy of national socialism for the conduct of Germany's foreign relations and evolving national identity, the evolution of Germany's democratic political culture, the changing nature of the German party system in both form and content, the process of institutional innovation and policy adaptation, and Germany's role in the European Union, eastern Europe, NATO, and the world. The conclusion treats the Reformstau as a three act play, drawing a parallel between the travails of Chancellor Gerhard Schroder and those of the title character in the recent film, Run Lola Run.
Germany at fifty-five will make a valuable contribution to reading lists for courses on German or European politics. It will also appeal to the general reader interested in the developments that have taken place in Germany over the last decade or who desires a better understanding of where Germany may be going in the future.
