Summary:
Shows the inner workings of the World Bank by examining its dealings with Uganda for an economic development project between 1995-1997. It chronicles a year of negotiations, raising important issues about debt, structural adjustment, development priorities and, above all, the power relationships between international financial institutions and elected governments.
Contents:
Tug of war (52 min.) tracks the debate between Uganda and the World Bank on the relative importance of investing in roads or education.
Mountains of debt (52 min.) is about the efforts to ease Uganda's crippling foreign debt and the plans to privatize Uganda's leading state-owned Bank, a prerequisite for further World Bank funding for financial sector reform.
