- The Association was authorized and a Board of Directors, which included William Franklin of New Jersey as spokesman, was appointed by Sir Henry Clinton in April 1780; however, the articles of association were not issued until February 1781. (Cf. Mariboe, W.H. The life of William Franklin ... Ph.D. dissertation, University of Pennsylvania, 1962, pp. 505-514.) Another edition of the articles, not recently located but described by Bristol B5228, is signed in manuscript by Franklin and dated July 26, 1781.
