The Association was authorized and a Board of Directors, which included William Franklin of New Jersey as spokesman, was appointed by Sir Henry Clinton in April 1780; however, the articles of association were not issued until February 1781. (Cf. Mariboe, W.H. The life of William Franklin ... Ph.D. dissertation, University of Pennsylvania, 1962, pp. 505-514.) Another edition of the articles, not recently located but described by Bristol B5228, is signed in manuscript by Franklin and dated July 26, 1781.
Probably printed at New York by the prominent loyalist printer, James Rivington.
