- No countries need nuclear risk reduction measures more than India and Pakistan. Since acquiring nuclear weapons, South Asia has experienced a succession of hair-raising crises, one limited border war that was defused by the intervention of President Bill Clinton, and a ten month-long standoff during 2002 in which nearly one million soldiers were at battle stations, poised to fight. This collection of essays by leading Indian, Pakistani, and Western analysts suggests pragmatic steps to reduce nuclear dangers on the Subcontinent. This unusual collaboration was facilitated by the Henry L. Stimson Center, which has pioneered the collaborative adaptation of measures developed in the West to the complexities of South Asia.
