- The 2002 European Union announcement of proposed reduction in fish catches in community waters has created a widespread perception of the considerable risk to future fish stock depletion in ACP waters. This in turn has led to increased, and at times, acrimonious debate concerning the future of relations between the ACP and the EU. The papers in this volume were commissioned by the Commonwealth Secretariat and presented at a joint Commonwealth Secretariat and Technical Centre for Agricultural and Rural Co-operation (ACP) meeting of African, Caribbean and Pacific Fisheries and Trade experts held in Brussels in April 2003. They are aimed at preparing the ACP countries for Economic Partnership Agreement negotiations scheduled for September 2003 where the future of European Union-ACP relations in the area of fisheries will be discussed.
- The first paper contributes to the understanding of the complex and interdependent EU-ACP fisheries relationship. The second paper outlines the key components of a possible fisheries framework agreement between the ACP and EU. The final paper looks at the WTO fisheries subsidies negotiations and the impact this will have on marine product exporting developing countries and to EU-ACP relations. These papers play an important role in preparing the ground for an appropriate and harmonious framework between the organisations involved while adding considerably to an understanding of the complexities of the negotiations underway.
