Rumsfeld was now Ford's Chief of Staff and would begin to find an even greater scope for all his various energies, political, managerial, and intellectual. And in doing so, he would ruffle more than a few feathers. Perhaps foremost among those with whom he crossed swords, and sometimes outmaneuvered, was Henry Kissinger. Then there was William Simon, Secretary of the Treasury, a man not noted for being cheerful when crossed--or even disagreed with; Nelson Rockefeller, who held Rumsfeld responsible for his "resignation" from the Vice Presidency; and finally, George H.W. Bush, who believed the Chief of Staff was behind his appointment to the CIA and who felt--as it turned out wrongly--that the assignment was intended to be the graveyard of his presidential ambitions.
