- Letters of transmittal with accompanying documents from President James Monroe to the House of Representatives during the first session of the Seventeenth Congress, most items dated 1821-1822. These documents were sent to the printer Gales and Seaton and were published.
- Includes 22 letters of transmittal signed by James Monroe [items 4, 6, 48, 53, 56, 61, 81, 82, 110, 113, 118, 120-122, 149, 153, 170, 172, 173, 175, 178, 184] plus his paper on the constitutional grounds for his veto of the Cumberland Road toll gate bill, 4 May 1822, [174], with corrections in Monroe's hand, and copies of an additional 6 letters or extracts from Monroe.
- Includes copies of numerous letters to and from John Quincy Adams, Secretary of State, some are signed by Adams, including discussion of the Treaty of Ghent and Great Britain's claims for fishing and navigation rights on the Mississippi River [items 185-187].

- Fragile, some items are torn along folds and breaking at the edges of the leaves, some show evidence of earlier water and mold damage.
