- This report analyzes the relationship between policies and outcomes of labor market and protection programs aimed at people with disabilities in 20 OECD countries. Policy packages that have been successful in promoting the employment of disabled people, reducing disability benefit dependence, and securing decent incomes for this population are identified. The report concludes that disability policy should move closer to the philosophy of unemployment programs by emphasizing early intervention, involving employers, and removing disincentives to work.
