Summary:
This collection of papers from the journal Development in Practice examines the varied experiences of leading thinkers and practitioners who have tried to make women "matter" in development policy and practice. Frequently, women-focused approaches have sought to address women's needs outside the wider social contexts in which they live. As a result, they have perhaps been more damaging than earlier "gender-blind" efforts which simply ignored women's specific concerns altogether.
Here Dorienne Rowan-Campbell introduces papers on issues such as mainstreaming versus specialization, methodologies for incorporating gender analysis into planning and evaluation, the limitations of gender training, the unintended impacts of women-focused credit programs, and how institutional policies to promote gender equity are often tacitly undermined by patriarchal interests. Papers are drawn form South Asia, Latin America, and sub-Saharan Africa, and the collection is enhanced by an annotated bibliography of current and classic literature on the theme, and a specially commissioned introductory essay.
