Summary:
As college enrollment has risen, so too has the difficulty some young people and their parents experience in paying for a college education. New federal policies to provide additional money for postsecondary schooling raise a number of questions.
Is college-level schooling most in need of national policy attention? Or are problems at the elementary and secondary level more pressing? Will more resources help to ameliorate shortcomings in educational performance? Will making more money available to pay college tuition and other costs increase college enrollment? Will assurance that grants, loans, and tax abatement will be available to help pay out-of-pocket costs for college appreciably reduce disparities in college enrollment for families with different income levels?
