- Eleanor "Norie" Gorzack, having been appointed to the U.S. Senate to fill her late predecessor's seat, is still a novice when it comes to Capitol Hill. Now gearing up for her own run in the November special election, Norie gets her campaign off to a rocky start when she surveys flood-ravaged Jericho County in her native Pennsylvania. There this popular front-runner finds that not everyone wants her to win, as a purported accident lands her in the hospital. While recuperating, she learns of the shocking death of Congressman Bob Bercolini, one of her truest supporters. Bercolini, an apparent victim of a random carjacking, had been hoping to meet with Norie upon her return. But about what, and why, Norie doesn't know. Finding out isn't so easy, either, with her newly selected campaign team demanding that she focus less time on solving the crime and more time on the upcoming election. Her opponent, Hank Dugdale, has allied himself with a very vocal activist group, one that is doing its best to discredit Norie and winning votes in the process. As Norie digs deep into the hotly debated issues of the campaign, another shocking murder occurs, and she begins to question whether all these loose ends could actually be tied together. But at what cost to herself? Suddenly winning the election has become the lowest priority on Norie's agenda - staying alive is her first...
