- Contains 12 articles confirming earlier regulations of the press, beginning with those of Henry II in 1547, which affected printers, compositors, booksellers and colporteurs. The Declaration forbids printing papal communications without state permission, publication of works tending to corrupt morals and to disturb public order and enjoins that all printed work must bear a place and date of imprint.
