The "Letter concerning libels" dealt with the trial of John Wilkes for a libel, in answer to Charles Lloyd's Defence of the majority (itself in part a response to Charles Townshend's Defence of the minority, 1764). Cf. Dict. nat. biog.; Higgs, H. Bib. of economics, 3328, 3580, 3584-85.
