Summary:
In 1984, the New York Police Department launched the Community Patrol Officer Program (CPOP). This ground-breaking program was designed to solve problems at the community level through neighborhood patrol officers, officers that maintained a regular "beat," rather than changing tours every week. These officers took special interest in their neighborhoods, identifying the principal crime and order-maintenance problems confronting the people within each beat area. Over a four-year period, the program was expanded to all seventy-five precincts and is now at the core of New York City's plan to transform its police department.
In Community Policing, the authors present the research and findings on New York's CPOP. Police officers, their supervisors, commanding officers, and community residents talk about the multi-dimensional role the police officers played. How effective were the officers in implementing their new roles? What obstacles did they encounter? How did the community respond? This exciting and perceptive volume answers these and other questions and suggests measures for improving and implementing similar programs.
