Illustration: at top center is an eagle perched above a portrait of George Washington; on the left is a broken arch beneath bolts of lightning; on the right an eagle has dropped a banner reading "E pluribus unum"; at the center bottom is a scene of the Capitol building towards which hands are extended with torches; to the left and right of this are feet trodding upon the constitution and the Union.
