Biography/History:
Walter E. Rosengarten graduated from the University of Pennsylvania with a B.S. in civil engineering in 1911, an M.S. in 1919, and with an A.M. in Local and State Government in 1947. He served as a highway engineer and engineer economist with the Public Roads Administration. He retired in 1973.
Summary:
Rosengarten began by recalling his impressions of the University of Pennsylvania when he first came as a freshman. He then reviewed the conditions of the civil engineering department of the University, the construction jobs he had in Washington, D.C., his teaching career, changes at the University, programs and course work, and women's status and social life on campus.
