Three states of the title page noted. The first has 'Congrees' for 'Congress'; 'replv' for 'reply'; 'Mbrch' for 'March'; and 'Arril' for 'April.' In the second state, 'Congrees' remains, but the other errors have been corrected. In the third state, all four errors are corrected.
