Department of War, December 10, 1794. : Sir, In obedience to the orders of the president of the United States, I have the honor to submit to the House of Representatives, a statement of such difficulties and inconveniences as have occurred in the execution of the act, intituled, "An act more effectually to provide for the national defence, by establishing an uniform militia throughout the United States."
