In Ottoman Turkish (or possibly Persian), with a translation and note in French.
Summary:
Inscription is dated 3 Sefer 1274, in the Islamic calendar; this is equivalent to ca. A.D. 1857. Taud (or Faud) Pasha has given a French translation of Ferrouk Khan's inscription and has added a note of his own in French.
The language of Ferroukh Khan's inscription is most likely Ottoman Turkish, though it might be Persian. It is written in the Arabic script.
